<p>&#8220;Perverse industry <a class="zem_slink" title="Incentive" href="http://en.wikipedia.org/wiki/Incentive" target="_blank" rel="wikipedia">incentives</a> and emotional investors combine to incent funds to invest in other than best idea stocks and so performance declines accordingly,&#8221; C. The citizens are tired, demand more and more new ideas and new solutions for a new governance model for <a class="zem_slink" title="Europe" href="http://en.wikipedia.org/wiki/Europe" target="_blank" rel="wikipedia">Europe</a>. This idea is an effective challenge for change in a Europe that must face the expectations of a new society, more demanding and more capable of driving the imperative of excellence. Europe.gov must be the right expression of a new time where a new <a class="zem_slink" title="Social capital" href="http://en.wikipedia.org/wiki/Social_capital" target="_blank" rel="wikipedia">social capital</a> must be shared by all the classes in a Europe of change.</p>
<p>Most European leaders insist that innovation and technology are the “enablers” for competitiveness in Europe. Universities and companies must perform a new strategic partnership centered in the objectives of the added value, creativity and knowledge. This is the basis for a future effective implementation of the <a class="zem_slink" title="Lisbon Strategy" href="http://en.wikipedia.org/wiki/Lisbon_Strategy" target="_blank" rel="wikipedia">Lisbon agenda</a>. <a href="http://tinyurl.com/ksvqoxv" target="_blank">more&gt; http://tinyurl.com/ksvqoxv</a></p>

<strong>Better Wings for a Better Planet</strong><br />
BOEING &#8211; The <a href="http://en.wikipedia.org/wiki/Carbon-fiber-reinforced_polymer" target="_blank">carbon-fiber composite</a> winglets allow an airplane to save on fuel and thereby reduce <a href="http://en.wikipedia.org/wiki/Air_pollution" target="_blank">emissions</a>. The fuel burn improvement with <a class="zem_slink" title="Wingtip device" href="http://en.wikipedia.org/wiki/Wingtip_device" target="_blank" rel="wikipedia">blended winglets</a> at the airplane&#8217;s design range is 4 to 5 percent. For a 767 airplane, saving half a million U.S. gallons of jet fuel a year per airplane translates into an annual reduction of more than 4,790 tonnes of CO<sub>2</sub> for each airplane. The addition of winglets can also be used to increase the payload/range capability of the airplane instead of reducing the fuel consumption. Airplanes with blended winglets also show a significant reduction in takeoff and landing drag.</p>

(Boeing)" alt="" src="http://www.boeing.com/commercial/aeromagazine/articles/qtr_03_09/img/2009Q03_article03_opener_image.jpg" width="182" height="261" align="left" />Blended winglets were initially investigated by <a class="zem_slink" title="Boeing" href="http://www.boeing.com/" target="_blank" rel="homepage">Boeing</a> in the mid-1980s and further developed in the early 1990s by <a href="http://www.aviationpartners.com/" target="_blank">Aviation Partners, Inc.</a>, a Seattle, Wash., corporation of aerospace professionals consisting primarily of aeronautical engineers and flight test department directors.</p>
<p>The first blended winglets were installed on <a class="zem_slink" title="Grumman Gulfstream II" href="http://en.wikipedia.org/wiki/Grumman_Gulfstream_II" target="_blank" rel="wikipedia">Gulfstream II</a> airplanes. The resulting improvements in range and fuel efficiency interested Boeing, and in 1999, Boeing formed the joint venture company APB with Aviation Partners, Inc., to develop <a href="http://www.youtube.com/watch?v=vD828p9Nt0U&amp;feature=relmfu" target="_blank">blended winglets [VIDEO 2:09]</a> for Boeing airplanes. Boeing adopted the blended winglet technology as standard equipment for the <a class="zem_slink" title="Boeing Business Jet" href="http://www.boeing.com/commercial/bbj/" target="_blank" rel="homepage">BBJ</a> in 2000 and APB certified the winglets for the 737-700 and 737-800 airplanes in 2001. Since then, APB has certified blended winglets for retrofit installation on other Boeing airplane models (see <a href="http://www.boeing.com/commercial/aeromagazine/articles/qtr_03_09/article_03_1.html#fig1" target="_blank">fig. 1</a>). Blended winglets are also installed in production on Next-Generation 737-700/-800/-900ER models. More than 2,850 Boeing airplanes have been equipped with blended winglets.</p>

<p> The motivation behind all wingtip devices is to reduce <a class="zem_slink" title="Lift-induced drag" href="http://en.wikipedia.org/wiki/Lift-induced_drag" target="_blank" rel="wikipedia">induced drag</a>. Induced drag is the part of the airplane drag due to global effects of generating lift. In general, wings will produce air motion, called circulation, as a result of generating lift. This motion is characterized by downward flow between the wingtips and upward flow outboard of the wingtips (see <a href="http://www.boeing.com/commercial/aeromagazine/articles/qtr_03_09/article_03_1.html#fig2" target="_blank">fig. 2</a>). As a result, the wing flies in a downdraft of its own making. The <a class="zem_slink" title="Lift (force)" href="http://en.wikipedia.org/wiki/Lift_%28force%29" target="_blank" rel="wikipedia">lift vector</a> is thereby tilted slightly backward (see <a href="http://www.boeing.com/commercial/aeromagazine/articles/qtr_03_09/article_03_1.html#fig3" target="_blank">fig. 3</a>). <p><strong>A View of Mercury From Afar</strong><br />

<a class="zem_slink" title="NASA" href="http://www.youtube.com/NASAtelevision" target="_blank" rel="youtube">NASA</a> &#8211; This image of Mercury, acquired by the <a href="http://www.messenger-education.org/instruments/mdis.php" target="_blank">Mercury Dual Imaging System (MDIS)</a> aboard <a href="http://www.nasa.gov/mission_pages/messenger/main/index.html" target="_blank">NASA&#8217;s MESSENGER mission</a> on April 23, 2013, allows us to take a step back to view the planet. Prior to the MESSENGER mission, Mercury&#8217;s surface was often compared to the surface of <a class="zem_slink" title="Moon" href="http://en.wikipedia.org/wiki/Moon" target="_blank" rel="wikipedia">Earth&#8217;s moon</a>, when in fact, Mercury and the moon are very different. This image in particular highlights many basins near Mercury&#8217;s terminator, including Bach <a class="zem_slink" title="Impact crater" href="http://en.wikipedia.org/wiki/Impact_crater" target="_blank" rel="wikipedia">crater</a>. Many craters with central peaks and the nearby bright rays of <a class="zem_slink" title="Han Kan (crater)" href="http://en.wikipedia.org/wiki/Han_Kan_%28crater%29" target="_blank" rel="wikipedia">Han Kan</a> crater are also evident.</p>
<p>Once per week, MDIS captures images of Mercury&#8217;s limb, with an emphasis on imaging the southern hemisphere limb. These limb images provide information about Mercury&#8217;s shape and complement measurements of topography made by the <a class="zem_slink" title="MESSENGER" href="http://en.wikipedia.org/wiki/MESSENGER" target="_blank" rel="wikipedia">Mercury Laser Altimeter</a> (MLA) of Mercury&#8217;s northern hemisphere.</p>

In general, these companies grant themselves wide latitude. Yahoo says it might hand out your data to investigate or prevent “situations involving potential threats to the physical safety of any person.” Facebook will respond to a court order, search warrant or other legal request “if we have a good faith belief that the law requires us to do so.” Apple provides user data to government agencies if “for purposes of national security, law enforcement, or other issues of public importance, disclosure is necessary or appropriate.”</p>

<strong>Building A Better GPS</strong><br />
BOEING &#8211; <a class="zem_slink" title="Boeing" href="http://www.boeing.com/" target="_blank" rel="homepage">Boeing</a> is currently under contract for 12 <a href="http://www.boeing.com/boeing/defense-space/space/gps/" target="_blank">GPS IIF satellites</a> for the <a href="http://www.airforce.com/learn-about/stem/" target="_blank">U.S. Air Force</a>. Two are in orbit and meeting mission requirements; two have been completed and are being stored until launch; and eight are in various stages of pulse-line production.</p>
<p><img style="margin-left:5px;margin-right:5px;" title="Global Positioning System (GPS) IIF (Boeing)" alt="" src="http://www.boeing.com/assets/images/defense-space/space/gps/GPSIIF_main.jpg" width="300" height="375" align="left" />&#8220;Similar to an <a href="http://www.youtube.com/watch?v=kQmqNOuRzb0" target="_blank">aircraft assembly line [VIDEO 2:46]</a>, the GPS IIF pulse line efficiently moves a satellite from one designated work area to the next at a fixed rate,&#8221; said Jan Heide, GPS IIF program director. &#8220;Within the four pulse line work centers, we’ve incorporated <a href="http://en.wikipedia.org/wiki/Lean_manufacturing" target="_blank">Lean manufacturing</a> processes, new tooling, and additional work-planning packages to improve efficiency and reduce cost.&#8221;</p>
<p>The GPS pulse line can accommodate four satellites at any given time. Wait time between tasks is reduced or eliminated by staging necessary parts and tools at the point of use at each workstation, creating a smooth process flow. Along the pulse line, satellites flow to work centers dedicated to four manufacturing stages: vehicle assembly, initial test, thermal-vacuum testing, and final test. The line delivers one <a class="zem_slink" title="Spacecraft" href="http://en.wikipedia.org/wiki/Spacecraft" target="_blank" rel="wikipedia">space vehicle</a> to storage every two to three months.<br />
