Success in the world of politics — unlike in the world of policy — often depends on the ability to deliver your message in a concise package, whether that be a bumper sticker or a 30-second television ad.

“Cain’s 9/9/9 plan is so effective because it has no details to skip,” said Todd Harris, an unaligned Republican strategist. “It’s easy to understand, easy to remember, and for a lot of people it makes a lot of sense.
