Reuters Point Carbon – California‘s seventh-largest city may try to bolster its strained budget by maintaining its 393,000-tree urban forest and selling carbon credits to regulated greenhouse gas emitters in the state’s forthcoming cap-and-trade program.

Planting and maintaining forests in urban areas is one of four ways emitters can offset their greenhouse gas output, according to California’s cap-and-trade regulations. more> http://tinyurl.com/bv5e5ym

Obama’s Climate Betrayal

airline By Elizabeth Kolbert – Some international disputes are significant for symbolic reasons, others for substantive ones. The current conflict between the United States and the European Union over airline-emissions limits is both. Unfortunately this means that the U.S. is doubly on the wrong side. The Obama Administration ought to be applauding the Europeans. Instead it’s threatening a trade war.

The conflict over the limits, which are scheduled to take effect on New Year’s Day, has been brewing for nearly fifteen years. In highly condensed form, it runs as follows..

Lax verification for carbon-offset projects has been a problem for several schemes. For the credit-creating projects to be effective at reducing overall greenhouse-gas emissions, the scheme operators are supposed to approve only projects that would otherwise not have gone ahead. The auditor-general criticized the Alberta Department of Environment and Water for allowing carbon credits for emissions-reducing activities that have become common practice. more> http://is.gd/Iq2iuE

Will California’s cap-and-trade experiment catch on?

By Brad Plumer – The California Air Resources Board is putting the finishing touches on a statewide cap-and-trade system for greenhouse-gas emissions. You can bone up on the details in the Los Angeles Times. But here’s a broader question: Will California’s adventure have any effect on climate policy in the rest of the country?

A few things need to happen for California’s carbon fever to spread.

Other states will be watching to see whether California suffers from trying to reduce its carbon-dioxide emissions 25 percent below 1990 levels by 2020. Will cement plants flee the state? Will electricity bills go through the roof? more> http://twurl.nl/lmn5au
